Update frontend to most recent master (using GHC 9.2)

Since GHC 9.2 ships a native ARM macOS code generator, this makes it a lot easier to build PAKCS on ARM macOS.

Marked as a draft, since Stack cannot seem to find a suitable GHC 9.2.5 distribution in CI, perhaps the Stack version in the Docker image is too old?
