Depend on network-bsd

Jan Path requested to merge jpath/kics2:network-bsd into master

The Network.BSD module was split out of network in version 3.0.0.0. This PR depends on network-bsd for GHC >= 7.8 (network-bsd depends on base >= 4.7).

This is only a solution is incomplete and does not make kics compile with 3.0.0.0. See the comment below.
